11a: Drive back one taking public transport eastbound (5)

The solution is REBUT and I can see that this is "tuber" in reverse. Presumably a "tuber" is someone who uses the tube. What I don't understand is the use of the term "eastbound". Surely eastbound would be left-to-right. Wouldn't a reversal device be "westbound"?

Maybe it's the drive back after going eastbound.
Otherwise there'd be no need for two directional clues.
