What a very odd crossword! I have a full grid with the exception of 22a (hints welcome) and can't parse lots of them never mind identify the missing letters. I can see 2 words (7 letters) that may be involved in the end game.
Anyone else mystified or am I being dim?!

22a - 9-letter word for a police officer minus a word (6 letters) meaning firm/steady/somewhere you keep horses. The last four words are all definitions of the answer.

The 14 cells make a regular shape (as does the other highlighting, even more so).

No, I don't have the 14 letters yet. I can see something likely (2 words 7 letters but that may relate to the second shading).
