I've taken "to pour" as being "decant", with R for right replacing the first letter. I'm not wholly sure how the wordplay achieves that, though. I might be totally wrong.

I took it as "after the start, decant" so there's the ECANT.

I am not sure I am totally sold on the definition part of the clue, but then again no one asked me!

say that one no longer holds an opinion or belief, especially one considered heretical.
"heretics were burned if they would not recant"

The above is taken from simply googling recant which I trust justifies the definition ...
and as buddy above notes, wordplay is right = r + after it starts to pour = (d)ecant.

As a definition by example I thought it needed a "say" or "e,g." but of course that would have ruined the surface.
