Been scratching my head over these three all week - will someone please put me out of my misery.

Sherpa possibly less than enthralled climbing mountain. The answer, I think, is Uplander.

Call for congress to reject second bill. Think the answer is ‘exact

One might get used to Polish vehicles. Chammy leather. As far as I can see (apart from the capitalised p) this is a non cryptic clue or am I missing something.

"Congess" could be a SEX ACT - lose the S (reject second)

No idea on the others.

First clue: UNDER (less than) containing reversal (climbing) of ALP. Bit dodgy for the container (enthralled) to be in the past tense

The last one I think is just a cryptic definition that you're meant to misread as"one may become accustomed to vehicles from Poland".

Uplander is Under, less than, with Alp, mountain inside, climbing = upwards, so Pla. U pla under. A Sherpa is an Uplander.
