Usual trouble - get the answer but puzzled by the clue!

19 Down - Close friend, literally vacant (4),,,,,,PALLY..... but apart from the obvious - why?

17 Down - Absconder's flight to France at last (7).....ESCAPEE..... is the reference to France merely for the final E?

Too many other things worth worrying about I know, but it's buggin' me!

19 Pal = friend, Literally vacant = remove everything but the first and last letters, so LY.

17. Yes, France at last = use the E at the end of the word.
