Answer's obviously Enrolment from the definition - siging up. Still working on the first part of the clue though to justify it...

Hi G,
Yes I have enrolment, 'LMEN' (liberal soldiers)
in en (small measure/half of em) + rot (decline)???
Bit tenuous? What do you think?
