Can't parse:
20a Graduate draws in circles - with this (9)
Answer is 'compasses'.

Also 2d:
Value measured in English university (7)
Answer is Reading.
Is Reading synonymous with English university? I suppose there probably is a university there, but it's not exactly what the place is known for (if it's known for anything at all).

I can't help with the parsing, sorry

Reading does have a university but you're right, not very well known. It is known for its Festival , and Huntley and Palmer biscuits though they aren't made in Reading any more. I think it's the worst place to drive in I've ever been to, other than London and Paris!

Pass (graduate - pass a degree course) inside comes (draws - as in comes/draws near)

Double definition, "value measured" (as in the meter reading) & "in English University" (as in studying, particularly at Oxford and Cambridge - you'll sometimes hear students when identifying themselves on University Challenge say " Hi I'm ginge reading Mathematics or suchlike).
