Thanks chrise; my A was wrong and should have been an S so can now "see" the answer. Also thanks for the hint on 6d which I've now got.

Only one left now is 9a "Indian city besieged by extremely threatening rabble once" (6)

Gooner, 9 A was new to me. You need a four-letter Indian city inside 'extremely threatening' - a common device to give two letters. I haven't checked, but I assume the answer leads to a 'threatening rabble'.

TAGRAG I remembered from Shakespeare's 'Julius Caesar' Act 1 Scene 2 where Casca describes the 'tagrag people' clapping and hissing Caesar according to whether he pleased or displeased them.

In the clue the definition is just 'rabble' as 'threatening' refers only to the t and g.

Curiously Shakespeare uses it as an adjective but the crossword as a noun.
