Yes, I liked 23,24 and 25. 9 made me laugh out loud, though! 4 is clever.

Took me a long time to get into this. Not sure I’m in tune with Philistine’s style. I still don’t fully understand how 4a works and I don’t see the definition in 18a. I can only assume 14a is meant to be a double definition is you split the word, but it’s a bit weak if that’s the case.

4a is a sort of "backwards" clue. Look at an atlas to explain 18a

Interesting that 4a sort of works reading backwards, but I don't actually believe that is how the parsing works.

18a had to be my COD. There was a real light bulb moment.
14a did not seem very cryptic to me, assuming I have the right answer!

4a: I think the clue means that the first three letters are ‘in’ the last three letters.

That’s it Mathi, the answer, when read, is the clue you might set for ‘a badge’
