Step up energy to undermine energy-efficiency indicator (3)

S*P I can only see "SAP" (step up) but can't parse the rest - last clue of a brutal puzzle and it's driving me potty!

SAP is the uk gov’s “standard energy procedure” for assessing the energy efficiency of buildings

Sorry “standard assessment procedure”

And to undermine energy is to sap it. And as you say step up (pas in ballet) is sap. Odd clue

I've finished it but can't parse two answers, so I'm not 100% convinced they're right. Any help gratefully received.

Second one is ODE and BLA reversed

Thank you, Ginge. I'd thought of AB for sailor but was making both uniforms U instead of just one of them. Couldn't see equable or us at all.
