Hello all...Help with parsing please!!!

47a Winding up following chief, hardly resting (10)

I've got chillaxing...but cannot parse :-(

chi (chief hardly? maybe?) but llaxing!!

as always any help gratefully received xxx

PS I am aware there was another thread asking this but I couldn't find the answer in the responses...maybe nobody knows!! this was an awful crossword...looking forward to a new one tomorrow!!!

AXING ('Winding up' in the sense of 'terminating the activities of', but it's marginal) following [CH ('chief', given by Chambers and Collins) + ILL ('hardly', as in 'he could ill afford to do it')]. Hope that helps.
