Does 15(D) begin with S and ends with U?

17 A. Ruled, found, decided. Ule is the tree, inside (blocking) Rd, highway.

3 D. Aoudad, sheep.

No, 28 A doesn't begin and end with those letters, nor does 15 D begin and end with those letters.
