Hello.
I was just hoping that somebody could give me a nudge with the first word of the quotation in this weeks ev. I've grasped the themeatic alterations and filled most of the grid. I havent managed to solve 4d and 5d, which I think is why the quotation isn't jumping out at me.

You shouldn't 'dilly dally' or hesitate entering the first word of the quote.
It is 13 letters (reduced from 15).
4d (T)ampico Fibre
5d Se(tt)er up
