25d President once was able to buy off a Fed (4) - FORD (President once)

21 Change De(Germany) to Al (Albania in Deluded - fooled

25 Remove A F(ed) from Afford - was able to buy

..also....

11a Lily Savage's debut follows large breakout (5) - LOTUS (Lily)

11 Anag (breakout) of Lout - Lotu + S(avage)

For 11a, I hadn't thought of an anagram but why "Lout"? Could it be L(arge) + an anagram/break of "Out" - or is that what you meant?

You're right, I have used 'savage' twice.
L(arge) Break our - - otu + S(avage)
