The place where there were/are 15downs of [letter 1] [letter 2]

All done, very enjoyable but can't parse letters 2, 3 and 4 in solution to 2 down.

A "choice word" is "or". Plural penned (enclosed) in synonym for phony.

Wasn't thrilled with this one. The meta was rather lame & overall it was rather easy, though some names in the NW didn't click all that quickly.

Re Simond9x:
Funny how we can lock onto an interpretation that is quite contrary to the clue.
Been there, done that, often.
