The first one isn't what I'd call a 'word' -just an abbreviation. The 'initially' in the clue should give a big nudge.

'Unprincipled' is the definition. 'Motion' indicates an anagram, after 'city's backing withdrawn' leads to a letter being removed...

I spent a long time working out my hint...
