I have the answer DOUBLE STAR and I can see ‘sight in the heavens’ and ‘tar’ as sailor, but where does the ferocious person come in?

Also 18d Offer from head of state, spending tiny bit of money as before (7)
Could this be PRESENT? I cannot see why though. Any help gratefully acknowledged.
