Can anyone put me out of my misery?
48a. Like Tom or Charlie, always keeping dry? (5) **T*Y
Looks like CATTY, but apart from Tom (cat) and the odd possibility that being catty is "dry", I cannot parse. Please?

C = CHARLIE
TT = DRY
AY = ALWAYS

C for Charlie in NATO alphabet.
Ay is always.
TT is abbreviation for teetotal/dry.
Catty.

CATTY = LIKE TOM
