A little more help guys with two clues.
Instruction given to members of a parliament by the leaders of their party telling them they must vote in the way that the party wants them to on a particular subject (5-4,4).
Properly called infuser, spherical or elliptical perforated containers for holding dry tea for infusion in hot water(3,5).

I think these things are sometimes called tea strainer or tea ball. Neither will fit, I'm afraid. It can't be "tea spoon", can it?

As unlikely as it sounds this could simply be tea maker.
