Finally finished it last night but can't see how my answer to 9a completely fits the clue! I have no explanation for my letters 'R, N, I, N, G, T, E' other than the 1stR, 1stI, & G , come from the DOWN solutions! I have GOVE & ORIS sorted.

As you say, it's Gove + an anagram of Boris Ending and the definition is 'Ruling People'.

PS.

Some of those letters you have are wrong and the letters ORIS don't appear together in the answer.
