Sorry Brendan - you are quite correct - mistake on my part - was 22 with 8 letters. Thanks to everyone I have now finished it although I am not sure whether LEDGE or LODGE is correct for "Room register" will toss a coin I think

If the clue is just "Room register" (and not Room register will toss a coin I think), then I'd say it's LODGE (Double definition - as in Lodge/Room and 'Lodge a complaint')
