8d has to be PIRATICAL. But apart from the def. "lawless" I can't make sense of the clue. Any help?

The clue is:
...that one in photo, almost completely lawless (9). The 3 dots make it look as if it is associated with the previous clue (but I don't think it is), and the word "that" is in italics.
I have the letters P-R-T-C-L

I think that it is explained as follows......
'that' refers to RAT - answer to previous clue - the dots suggest that clue 8 runs on from clue 7.
It is inside PIC + I (one). The AL is the start of almost but I think it is odd that AL is not 'most' of ALMOST so perhaps I am missing something.
