As a belated parse:
CON TRAD I C TORY
BLUE is a synonym for both Con(servative) and Tory, from the colour associated with the party. TRAD = 'some jazz' + I + C (in Chambers under 'see')
As Malcolm says, 'see' should probably have a homophone indicator, though often seems to be used without one.
