Writers' reserves acceptable by Cambodian banks (7)

Based on other across and down answers, the only solution appears to be INKLING.

Cannot be sure if there are errors in the other across and down answers, but can this be parsed?

Thanks for any ideas.

UPDATE

It turns out that one of the down answers may be wrong.

Starts to row home on European river (5)

I had the first answer as RHINE, which accounts for the second "I" in INKLING. After I changed the answer to RHONE (which now I find it hard to parse), the word INKLING can now be INKPOTS (which I also cannot parse),

Any further ideas will be appreciated.

RH -first letters, 'starts to...' R(ow) H(ome)
On - in clue
E - European.

PS It's not a great clue!

My guess is:
"Writer's reserves" - definition
"acceptable" - IN
" Cambodian " - K
"banks" - POTS (To "bank" a snooker or billiard hall is to propel it along the cushion).
