Yes that's right the ever late dandybandy is still (well actually not long started) on 28. As usual HINTS only please. Stuck on several but those I seek aid on might help wi' t'others.
1D, Person running over with fancy earrings. (9) ---A-I---.
I'm presuming that 16ac, City given wet washing. (7) is that wonderful place of my childhood on the Irwell. If so then help with 14D Sparingness (sic) of young woman in bawdy surroundings. (9) -R-G----- is what I have.
Also as usual thanks in anticipation.

14 A three letter young woman inside a word for bawdy (although I feel it's a slightly milder word). Sparingness is the definition.

'Person running' is the definition, but not running physically. It has the usual 'over', then an anagram ('fancy) is involved.

OMG & DUH! THanks Malone. So obvious when one thinks about it. Though as a male of advanced seniority I might regard myself as the one in the answer but not in the clue.
