I think the best answer for 28D to fit the wordplay and definition is STEWED. It's a common word for "drunk" and comes from STE(p) + WED. Could it be that Pabulum decided to change it but the original clue stayed put?
For what it's worth, I ended up with STOWED, although I can't see STOT as a synonym for tramp - "to bounce; to walk with a springy step". I reckon it's a mistake.
