Assume 31 ac is ana anagram (Minor Us oil) but I can't see any feasible solution. Am I missing something? Last clue!

Maybe because it's a registered trademark.

Orimulsion is in my Chambers Dictionary.
An emulsion of bitumen, water and detergents, used as fuel.
"Ori" comes from Orinoco in Venezuela, where the bitumen was originally obtained, and (e)"mulsion".
