It's a name - and everything but the last two words is an alternative definition (2-4). And if you use an anagram of the substitute it gives you alcohol-free

I think 10 works as (a) Name (b) “situation where solutions might be” and (c) anagram of (a) giving rwo words one thematic alcohol and one meaning “free” in verb form.

I had all fifteen substitutions but 15ac was for the wrong reason. I thought Phillip was a screwdriver (drink), thanks Jack for putting me right.
