Very confused over 11a. What is the third letter of this four letter word. Dominant Malagasies hard on drifters denied grants. I have trawled Chambers but do not get it. Any help appreciated.

H (hard) O (on) VAGRANTS ('drifters') - GRANTS ('denied grants').

The answer is a homonym for a Pope - and means dutiful. Where does the French ranker fit?
