17 DOWN, OVERDRAWN ARBITER TRIED AGAIN. WELL I HAVE TRIED AGAIN AND I CANT GET IT!

I don't know how many letters the answer must be, but I think REJUDGED would fit the clue. It's a mix of RED(overdrawn) and JUDGE(arbiter).

Jim is correct with the answer, but the wordplay is a little more subtle than he has implied - JUDGE in the RED (overdrawn arbiter) !!

It would be a shame to miss the full enjoyment of this clue.
