An unusual request this!
I have 2 answers but for the life of me I can't explain them:
16A Inactive ladies, some stirring.
the answer is GOADING (stirring) but why?

and

23A dirty pound, one initially part of nineteen pounds.
the answer is SQUALID (dirty) but why?
(the answer to 19 by the way is LULU)

All I can see for the first one is - inactive - read as in active - active meaning going, some ladies, ie. ad from ladies. Any good?

...and the second one - I can't at the moment justify the s at the beginning, but one,a - and part of 19 = L (from Lulu) pounds, meaning "hitting" the quid - contained in it.
What obtuse clues.
Like the crossword I'm now working on!

I think you are right with both your explanations - certainly better than anything I can come up with.
You hit the nail on your head with "Obtuse Clues"

The 'S' in squalid is the nineteenth letter of the alphabet !
This compiler uses this ploy regularly!
