Drat those indirect anagrams!

Got it all solved except 19 down. From the letters I have, I can have a guess at the answer but the logic is eluding me. Any hints as to how to interpret "mugging"?

Chambers has a form of mugging used by gangs eg.on the London Underground.

If it's 18 d - The answer is a form of mugging by a group and also synonymous with the first word in the clue.

Steaming is a sort of mugging on the London Underground, where groups of youths 'steam' through the carriages threatening and robbing from passengers
