Stuck on final answer:

13a Former Labour minister left Conservative inside after arranging time out (8)

Whilst I never submit these puzzles now, I'm curious about what I'm missing.

Falconer (Lord...) was a former Labour minister. I can't fully parse - but there's L, left, and C, conservative, in there!

With anagram of "af(t)er",

Many thanks to you both, I was trying to fit Fallon into the answer but it was obviously a mistake.

Whilst I no longer submit these crosswords, as I was fortunate to be selected as a winner earlier this year, I do like to complete them each week.

I'm assuming, perhaps wrongly, that it's unlikely the same person can be allowed to win more than once.
