Literally the whole clue is the definition (known as &lit)
I think 'see' is included to make the surface wordplay better

It is doubly clever in my opinion, as Romeo was repeatedly in love faced with resistance from Juliet's family. Also r is Romeo in phonetic alphabet as well as being abbrev. for resistance

Thanks for that Cerasus. However I think the "see" is redundant and the clue would work equally well as an &lit without it.

It would work without 'see' as an &lit, but I like the smoother surface reading as it is.
