I assume it's Uncle Sam but apart from the un=A French, I can't see it.

11d. Footwear peculiar to yobbos chasing bully (6,5)

Found this immensely difficult today, many words/phrases I did not know. Sadly reverted to DanWord, wish this did not exist, as much more fun and educational is to be had discussing with this forum's members!
