I think you were asking about the definition for 12 rather than the wordplay (which barny has given). It's a semi &lit, I think - "Imposes taxes".

Ah..... I had the wrong word. Got it now, thanks. Didn't particularly enjoy this one. Some of the clues were pretty weak, particularly 15 and 25

Sorry about the first O in your name, Simon!

24d isn't a theme word. It's made up from three components, and it means "melt" is a rather specific sense.

My problem is one that no one has mentioned: 3,29. I have all the crossers that I am sure are right, yet I can't find a three word phrase to fit in any of my sources, including Solution Wizard.

Hi Chrise

I have four left including 24d. Melt tip and root of eggplant stuffed into razor shell. I have R?N?E? I think the last letter is R and the definition is melt, but I can't find a word that fits. Any further hints would be helpful.

The others are 5d, 10ac and 12ac. I have all the theme words so these must be ordinary ones. Any hints please.

This is embarrassing...the only thing I'm unsure about is 16d. Just a 3-letter word (and I have the first and third letters!), but can't parse the clue. "Caught fish with nowhere to leave boat! (3)"
