Well now, the Scots are a people/race, and would point out that scotch is the drink - the crossword setter might have made the (incorrect) assumption that Scotch applies to the people, too (oops).

I'm not seeing how 'absorbed in local attraction' works, unless it's implying that 'local attraction' is the drink.
