25a "Moans in defeat, getting new leader" (7)

E?M?E?S Assuming these letters are correct, the only word Quick Solve gives is EUMAEUS a name from Greek mythology who doesn't appear to be a leader.

Any help much appreciated

14, Line is "polic(y)", shortly.
This person is "me", about is "em".
Polemic.
