?I? O?T . Can only think of KIT OUT for dress, but if so don't see the parsing

Rig Out, dress, verb. RI = Republic of Ireland +Gout, French for taste,

I've just had a thought - the 'reflected' makes it more likely that it's IR, Irish republic, reversed to give RI.
