Devalue fits but working on it

Hi folks, I am struggling with the right hand side too! I have 19a) starting with I (16 Down is BIRNAM) so I don't think DEVALUE is correct.

I make 19a to be i???r?e if my 15d. is correct. It definitely starts with"i", and I'm fairly confident about the "e" at the end.

I don't have 15d but thought it might be Oceanic since I have C at the end.

Could 19a be anagram of 5a+to?
I do not have 5a but it seems to end in IF.

19 Inverse ?
