Blimey! Paul's one of my favourite setters but I wasn't on his wavelength today. Finally staggered over the line.

I can't parse 9ac, Brutally honest person steals? Exactly! The first 2 words are an anagram of Honest except for the S. The last word ?O?E has that S in 3rd position but I'm not sure what the ?O and E refer to.
The definition is Exactly!
