32 Press Release, announcement. Press= urge , Re = on and Lease = contract.

I had Fifth Republic (the constitution adopted by France ) but I can't parse the whole answer. Re could be Troops (Royal Engineers) and Public = people.

29d FIFTH REPUBLIC

Do you have full parsing, Brendan? I gave part of it, but not all!

The "fifth" is the dominant note to the tonic in a musical scale

I read it as (dominant) FIFTH (As in music) + RE (Troops) + PUBLIC (People)

I may be able to wade through the bottom half now.

Thanks, both of you! I was happy with my answer and happy with my Republic parsing, but I forgot about the musical bit.
