Getting nowhere with bottom half of this puzzle. 43a would set me going again: "Engaging war perhaps is a threat to neutrality" 8-2-8. All I've got is ?????i?? ???e???t. Seems pathetic, I know ... but help would be encouraging me to get back to cryptics after a long break..
