11d (2,3) ( I have ?n, ?n?) Running United, need to be clear. (I can’t believe I’m stuck on this.

11d on end one = united and n(ee)d cleared

I'm not convinced, but I would suggest ON ONE

ON = running
ONE = united

the phrase "on one" is used colloquially to refer to someone taking drugs or "losing it" in some way so maybe "need to be clear"?

Don't like it very much but I can't see anything else that would fit.

united (as) ONE

ON END?

united = ONE + N(ee)D?
