Stuck on one letter! I have the militant lot at 16d but do you spell the fifth letter with a O or a U. Hard one in Germany eg raised welcoming cry. Both spellings are in Chambers but cannot see the parsing. Any suggestions welcome.

I took it as HELLO = welcoming cry

oops, hello = hallo

e.g. in German = z.B
