Struggling with the last two....
A) Be a prospective settler (3) O?E. Is it owe? If so, why? Need help with the parsing/explanation.
B) Flag-stone (4) ?A?E. Is this a double meaning clue? The hyphen is confusing me. I would like to write "JADE" but "PAVE" keeps coming to mind. Prefer jade though. Maybe wane or fade?

Owe looks good - if you are a prospective settler (of a bill for example) you must owe money

jade - to flag
jade - a stone
