Finished however can’t understand 17 d. I put somerset for the clue; county very ready to conserve most of lake, can someone explain?

To conserve means put mer inside so set

So set = very ready, Mere is lake, most of 'mere' is 'mer'. So set conserves, contains, Mer - So mer set.
