6d The number 25, maybe, full of passengers? (4) B?S?.
I can think BUSY could be full of passengers. I can think BUST which 25 would be in pontoon. Any ideas?

My guess is "busy".
25 could be a "bus".
"y" is a variable, unknown, or yet to be ascertained quantity or factor.
Could that mean "maybe"?

Than you rossim and rusty. 21 is what you aim to get. Anything over that is bust. I think I like rusty's better but I'm still not convinced. Let's hope for more contributions.

Malone has the right idea, I think. The bus with route number 1 might be Bus A, the number 20 would be Bus T, so the number 25 is BUS Y.
