Does 18 across lack a definition? Or is "German" doing pretty tenuous double duty?

I think what Azed is intending here is that the clue should function as an '&lit', with the 'one' in the clue who is 'laid to rest alongside [a] German' identifying the solution.

Although 'wherein' cannot be a pronoun in the &lit reading, its inclusion (required by the wordplay) renders the clue deeply unsatisfactory.
