Obviously 'Listed Building' .. but what is the parse?

A listed building can not be altered/demolished etc without permission, therefore "free from outside interference,
Roll and list are synonyms of each other.
The building is recorded on a list or roll.

Had the 'roll' inference but was looking for wordplay regarding "free from outside interference" - A case of making it more difficult than necessary on my part.
